Gerald J. Mossinghoff

Mr. Mossinghoff, a former Assistant Secretary of Commerce and Commissioner of Patents and Trademarks and a former President of the Pharmaceutical Research and Manufacturers of America, is Senior Counsel to Oblon, Spivak, McClelland, Maier & Neustadt, PC. Mr. Mossinghoff has served as United States Ambassador to the Diplomatic Conference on the Revision of the Paris Convention and as Chairman of the General Assembly of the United Nations World Intellectual Property Organization. He is a former Deputy General Counsel of the National Aeronautics and Space Administration. Mr. Mossinghoff advised President Reagan concerning the establishment of the Court of Appeals for the Federal Circuit. He advises Oblon, Spivak, McClelland, Maier & Neustadt, PC and its clients on a broad range of intellectual property matters, including international, legislative and policy issues.

James Rogan is a Partner at Venable LLP, a Washington, DC based law firm. Former Congressman Rogan advises clients on an array of matters pending before the Administration, the United States Congress, state governments, and regulatory agencies with special emphasis on issues under review by the Judiciary and Commerce Committees. Congressman Rogan is the former United States Under Secretary of Commerce for Intellectual Property and Director of the United States Patent and Trademark Office (USPTO). During his tenure at the USPTO, he co-chaired the National Intellectual Property Law Enforcement Coordination Council and oversaw the largest reorganization in the agency’s history. Congressman Rogan served two terms as a Republican Member of Congress, representing the Los Angeles area. Before his election to the House, Congressman Rogan served from 1994 to 1996 in the California Assembly. From 1990 to 1994, Congressman Rogan served as a judge in the Glendale Municipal Court.

Herbert C. Wamsley has been Executive Director of Intellectual Property Owners Association (IPO) in Washington, DC since 1983. Mr. Wamsley is the IPO chief executive and a registered lobbyist with the U.S. Congress. He is also editor of the IPO Daily News. Before he came to IPO, he was employed by the U.S. Patent and Trademark Office as a patent examiner, legislative and international attorney, chief of staff to the Commissioner, and Director of the Trademark Examining Operation. He serves on the Industry Trade Advisory Committee on Intellectual Property, which advises the U.S. Trade Representative and the U.S. Department of Commerce on trade-related IP issues.
