Hon. Bruce Lehman

Bruce Lehman is Chairman of the International Intellectual Property Institute (IIPI) and
is a member of the Policy Advisory Commission to the Director General of the World
Intellectual Property Organization (WIPO), the specialized United Nations agency
headquartered in Geneva, Switzerland. From 1993 through 1998, Lehman served as Assistant
Secretary of Commerce and U.S. Commissioner of Patents and Trademarks. For ten years prior
to joining the Clinton administration, Lehman was a partner in the Washington, DC, law
firm of Swidler & Berlin. Prior to entering private practice, Lehman worked for nine
years in the U.S. House of Representatives as counsel to the Committee on the Judiciary
and chief counsel to the Subcommittee on Courts, Civil Liberties, and the Administration
of Justice.
Morgan Reed

Morgan Reed joined the Association for Competitive Technology (ACT) a little over a year
ago as Vice President for Public Affairs. Prior to ACT, Morgan was with the DC Law firm
Venable, where he worked with a wide range of clients, from tech companies to foreign
governments. Since moving to ACT, Morgan has delivered several talks on IP and its value
to emerging technologies; in addition he has practical IP experience working in China and
representing Taiwan and India here in the U.S.
Emery Simon
Counselor to the Policy Council

Mr. Simon is Counselor to the Policy Council of the BSA. He advises the BSA on a broad
range of issues including copyright law, electronic commerce, trade and encryption.
Previously, Mr. Simon was the Executive Director of the Alliance to Promote Software
Innovation, and was the Deputy Assistant USTR for Intellectual Property at the Office of
the United States Trade Representative. Mr. Simon has also worked for the Congressional
Budget Office, the Inter-American Development Bank, the Council on Environmental Quality,
and Kaye, Scholer, Fierman, Hays and Handler.
